feat(runtime): v0.0.29 — Governance pallet wired runtime composition Index 10

Phase 5.1 GOVERNANCE pallet wired canonical en frame_support::runtime macro como
Index 10 (post-AgentIdentity Index 9). 10 → 11 pallets composed canonical. Config
trait RuntimeEvent association wired canonical (pattern Provenance + Fees +
AgentIdentity mirror).

- crates/origin-chain-node/src/main.rs — 10 → 11 pallets listed + Governance Index 10 highlighted

## Verification

- cargo build -p origin-chain-runtime 15.69s clean
- cargo test --workspace — 165 tests passing, 0 failures
- origin-chain-node info muestra 11 pallets canonical
